Industrialisation holds the key to Bihar’s structural economic transformation. With fertile land, abundant water resources, a youthful workforce and proximity to major markets, the State is uniquely positioned to accelerate industrial growth. A strategic focus on agro-based industries, textiles, food processing, ethanol production and MSMEs is expected to drive inclusive and sustainable development. Strengthening infrastructure, fostering innovation, enhancing ease of doing business and developing industrial corridors will help diversify the economy, reduce migration pressures and create large-scale employment opportunities. Bihar is gradually transitioning from a predominantly agrarian economy to a more diversified structure driven by MSMEs, food processing, textiles, leather, ethanol, IT/ITeS and renewable energy.
In 2023-24, the secondary sector (industry + construction + manufacturing) contributed about 21.5% to Bihar’s Gross State Value Added (GSVA / GSDP). Within that secondary-sector share: construction accounted for 50.2%, while manufacturing contributed 37% of the secondary-sector value. Translating to overall state economy: manufacturing’s share in state output is still modest — a small fraction of total GSDP. The service (tertiary) sector remains the dominant contributor: 58.6% share of GSVA in 2023-24.
The State Government has articulated an ambitious industrial development agenda for the next five years, including the creation of nearly one crore new employment opportunities, the development of a New Technology Hub, Focus on Emerging Technologies and the establishment of 100 MSME Parks and five Mega Food Parks across Bihar. A strong emphasis has been placed on industrial skill development, with targeted training initiatives designed to prepare Bihar’s youth for emerging industrial requirements and future-ready job roles. Significant progress has also been achieved in land acquisition, with 1,700 acres already secured for the Integrated Manufacturing Cluster (IMC) in Gaya, in addition to 14,036 acres acquired across 29 districts for upcoming IMCs, laying the foundation for large-scale industrial infrastructure and manufacturing expansion in the state.
Bihar’s industrial vision focuses on accelerating economic growth through major investments in priority sectors such as ethanol, food processing, and agro-industries, supported by new economic zones, large-scale investment commitments, and the Bihar Industrial Investment Promotion Package 2025, while simultaneously strengthening industrial infrastructure through mega food parks, single-window clearance and improved logistics connectivity.
A network of 94 Industrial Parks has already been established across the State, with several additional industrial and MSME parks planned for implementation. The recently announced Bihar Industrial Investment Promotion Package 2025 (BIPPP–2025) provides strong policy support through incentives such as free land for large investors, capital subsidy, SGST reimbursement, interest subvention and targeted support for export-oriented and environmentally compliant industries.
Alongside this, the state emphasises innovation-led development through AI-enabled digital education, a proposed Digital University focused on emerging technologies such as AI, ML and VR, and expansion of research and skill capabilities to prepare a technology-ready workforce. Together, this dual approach seeks to move Bihar from traditional industries towards a modern, innovation-driven industrial ecosystem that supports manufacturing competitiveness, technology adoption, and value addition within the state.
These efforts are expected to reduce out-migration, enhance rural incomes, diversify the economic base and support national priorities under Make in India, Atmanirbhar Bharat and PM Gati Shakti. Bihar’s industrial strategy aims to build a resilient, employment-intensive and innovation-driven manufacturing ecosystem that leverages its natural advantages while contributing to long-term sustainable and inclusive growth.
