The Bihar Labour Resources Department implements an extensive framework of initiatives designed to catalyze youth empowerment, industrial readiness, and robust social security for the state's workforce. Central to these efforts are the Craftsmen Training Schemes and the flagship Saat Nischay (Seven Resolves) program, which focus on upgrading the state's 152 Industrial Training Institutes (ITIs) to global standards through physical and technological infrastructure improvements. By establishing Women ITIs in every district and General ITIs in every subdivision, the state ensures widespread access to skill development that meets the demands of Industry 4.0. These educational efforts are further bolstered by the creation of "Centres of Excellence" and the Bihar Skill Development Mission,which aim to produce a multi-skilled workforce via modern modular courses and industry partnerships. To bridge the gap between training and livelihood, the department provides tangible assets like Tool Kits or self-employment, Study Kits for competitive exam preparation, and organizes large-scale Job Fairs to connect job seekers directly with private sector employers. Furthermore, the department prioritizes humanitarian protection through the Migrant Labour Accident Grant Scheme, rehabilitation funds for rescued child and bonded labourers, and specialized capacity building for ESI medical staff, ensuring a holistic ecosystem of growth, dignity, and safety for all workers in Bihar.

Apprenticeship in Bihar:
The Bihar government, through the Department of Labour Resources and the Bihar Skill Development Mission (BSDM), is driving a comprehensive apprenticeship and skill-integrated ecosystem to harness the state's demographic dividend by 2031. Central to this is the Apprenticeship Training Scheme (ATS), which provides on-the-job industrial training for ITI graduates, offering duration rebates for matching trades. This is bolstered by flagship programs like the Mukhyamantri Nishchay Swayam Sahayata Bhatta Yojna (MNSSBY), providing a ?1,000 monthly allowance to job-seeking youth, and the Kushal Yuva Program (KYP), which ensures essential soft-skill and digital literacy. To bridge the industry-skill gap, the state utilizes the Recruit-Train-Deploy (RTD) model for direct placement and has launched the CM-PRATIGYA scheme to create 1 lakh internship opportunities over five years with stipends tiered by educational qualification. Moving forward, Bihar is decentralizing these efforts into district-level skill hubs and sector-specific clusters—such as agro-processing in Purnea and textiles in Bhagalpur—while establishing the Jananayak Karpoori Thakur Skill University to institutionalize industry-aligned higher education
